ENPARD and National Agriculture and Rural Development Strategy (NARDS)
The National Agriculture and Rural Development Strategy is the main policy document guiding the agriculture and agri-food sectoral reforms in the country.
The EU is a key donor in this sector, and the main tool for support to agriculture and rural development in Moldova is the European Neighbourhood Programme for Agriculture and Rural Development (ENPARD).
The three main objective of NARDS are:
- Increase competitiveness of the agri-food sector through modernization and market integration;
- Ensure sustainable management of natural resources in agriculture;
- Improve standards of living in rural areas.
In accordance with the EU-Moldova Association Agreement, NARDS is formulating the pathway to promote agricultural and rural development, in particular through progressive harmonization of legal and regulatory framework to EU systems, including sharing knowledge and best practices of rural development policies to promote economic well-being for rural communities and enhancing the administrative capacities at central and local level to plan, evaluate, implement and enforce policies in accordance with EU regulations and best practices.
The sector of agriculture and rural development is one out of the three priority sectors for EU support in Moldova (–>”Single Support Framework for EU support to the Republic of Moldova (2014-2017)).
